Some rug pads damage vinyl floors rubber and latex backed rug pads contain a chemical intended to keep the backing from becoming brittle and crumbling with age.

Since there is no rubber in this rug pad it does not prevent slipping. I do not know why you would place this under vinyl planking. The best choice for a rug pad under a rug on a vinyl and linoleum floor is a recycled felt rug pad or natural rubber rug pad. Rubber both the natural and synthetic is not safe to use with vinyl floors because it reacts with the chemicals found in vinyl and causes staining.
